Can South African Magistrates Courts question a Law's Constitutionality?

In terms of Section 170 of our South African Constitution of 1996, a "...court of lower status than the High Court may not enquire into or rule on the constitutionality of any legislation or conduct of the President".
It therefore seems that the Magistrates Court can't help you if the constitutionality of any law is being questioned.
